Carl is a Chief Superintendent in Cumbria and is the Operations Commander, responsible for; CBRN response, the Civil Contingencies and Operations Planning Unit, Command and Control Room, Dog Section, Firearms Operations Unit, Firearms Support Unit, Public Order Policing, Public Space CCTV, Roads Policing and Tactical Support Group.
Carl joined the Constabulary in 1996, having completed a law degree at Southampton, performing a variety of uniformed operational roles within different department and ranks within West Cumbria and HQ functions, before moving into the Constabulary Corporate Improvement Department to acting as the HMICFRS Force Liaison Officer in 2016.
In 2017 Carl completed a master’s degree in leadership and management and was promoted to a Chief Inspector in March 2018 with responsibility for Business Improvement and Change.
Carl was posted to West Cumbria on promotion as a Superintendent in August 2019. Following this with the onset of the Covid-19 pandemic, he worked as the Constabulary’s Silver Commander for Operation Lectern (Covid-19 pandemic response). Carl chairing the county’s Multi Agency Compliance and Enforcement Subgroup, within the Local Resilience Forum. This consisting of 14 partner agencies who worked together to ensure Health Protection Regulations were followed.
In March 2021 Carl successfully led a wide ranging improvement programme within the Command and Control Room to ensure the Constabulary is better able to meet the changing nature of public contact demand.
Upon promotion to Chief Superintendent in September 2023 Carl was given responsibility for the newly formed Operations Command. Carl led a review of the Uniformed Operations Support which resulted in the creation of a dedicated Roads Policing Unit. Carl has responsibility for the implementation of the replacement to Cumbria’s County wide public space CCTV system, which is jointly funded by the Police Crime and Fire Commissioner and Constabulary. Carl is leading the Cumbria Law Enforcement Data System programme, which is replacing Cumbria aspect of the Police National Computer.
Carl is a Strategic Firearms Commander, Gold Public Order Public Safety Command, CBRN Gold Commander and has attended the Multi Agency Gold Incident Commander Course.
Carl is married to a serving police officer, with three children, and lives in Cumbria.
