Appleby Town, Appleby rural and Shap Priorities

  • You said: Anti social use of vehicles from 7pm onwards within Appleby town, specifically around the Broad Close Car Park and Chapel Street area. (Click to Open)
    Issue was set on Friday, April 28
    • We did: So far, police patrol officers, VOSA enforcement officers and police traffic department officers have conducted ad-hoc patrols, and pre-planned enforcement events. Police and VOSA have prosecuted drivers for offences, including: speeding, careless driving, vehicle defects including loud exhausts and faulty handbrakes, and others. The latest of these operations occurred 28th September in Appleby and Kirkby Stephen, which resulted in officers stop-checking six cars with young drivers for a variety of offences, including: bald tyres, no seat belts, and speeding at 50 mph in a 30 zone. Three of the drivers were issued traffic offence reports (tickets), 2 were given advice; one vehicle was immediately prohibited from moving further while 2 others had a 'delayed prohibition' issued. Additional warning letters have been sent to drivers acting in an otherwise anti-social manner. CCTV and officers with body-worn cameras have been a successful tactic across Eden, and will continue to form a part of campaigns. Engagement work has been conducted with the majority of law abiding young drivers, to ensure they understand only the minority of persistent offenders among them are being targeted. Eden District Council, in consultation with the Appleby Town Council and local residents, are beginning to exploring redesigning the Broad Close car park, to attempt a longer-term resolution to this problem.
  • You Said: Road Obstruction by HGVs -HGVs accessing the Hardendale road, using it for free parking, but in doing so, tearing up the verges and when too muddy to use, parking across the entire highway obstructing local residents from passing/using the road altogether. (Click to Open)
    Issue was set on Friday, April 28
    • We Did: Working with Highways, a Traffic Regulation Order was put in place to allow prosecution/enforcement of HGVs accessing and blocking the Hardendale road. By way of complaint from residents, and from police patrol officer visits, 17 tickets were issued to HGVs, however the problems persist. A site visit was held with Parish Council Chair, Highways, TATA and local residents; Lowther (landowner of the road in question) contractors were named as having taken on the responsibility to put large rocks on the roadside to better prevent the parking by HGVs. This work has yet to be conducted. Parish Council and police are in regular contact to update about the issues as they continue.
  • You Said: stock and equipment theft- rural areas (Click to Open)
    Issue was set on Friday, April 28
    • We Did: Police, NFU and members of the local community have joined forces to conduct drag net nights of action; volunteers regularly take up static points with police radios and call in police patrols to stop check any suspicious vehicles. Crime prevention and suspicious or noteworthy information is passed out by all involved on the Country Watch Eden Facebook pages - 'Like' it to receive information. Increased police patrols are targeting those areas found to be most at risk of such thefts. Farmers regularly train police officers and community support officers in stock movement legislation and practices, to ensure police know what is or isn't a suspicious stock movement.

Kirkby Stephen / Upper Eden Priorities

  • You Said: Pavement obstruction - South Road, Kirkby Stephen (Click to Open)
    Issue was set on Friday, April 28
    • We Did: County Councillor Libby Bateman raised this long standing issue via the Country Watch Eden Facebook page. Residents' parking vehicles and struggling to gage their parking accurately; obstructing the pavement in an effort not to cause a danger to passing traffic. Pedestrians with prams and wheelchairs are being obstructed from using the pavement, resulting in them using the busy A685 road (causing risk of injury) or crossing it to use the other footpath. Police (PS James & PCSO Janet Allinson) conducted a site visit and met with residents. A potential solution was raised, of painted white lines on the pavement, to guide those parking, so as to leave enough room for pedestrians and prams etc. Libby Bateman has commissioned Dan Evans from Highways to assess the site to establish if Highways can provide this potential solution.

Penrith Rural, Lake & Alston Priorities

  • You Said: Speeding vehicles in Alston, Armathwaite and Patterdale (Click to Open)
    Issue was set on Friday, April 28
    • We Did: Alston - PCSO Dean Raine, arranged for Traffic Data Units (TDU) to be fitted by Highways at specific locations and the speeding problems assessed. The results were analyzed and as a result of specific problems being confirmed, the Safety Camera Vans are now conducting speed checks in the Alston area on a regular basis. Additional police patrols have been conducted in Alston, resulting in several younger drivers being warned about their conduct, and advised about safer driving. Armathwaite - PCSO Tony Labram has conducted speed checks in Armathwaite village, and advised motorists about their speed, keeping complainants updated as to the results of both this and the Traffic data units. Patterdale - a TDU has confirmed that speeding is an issue; Highways, Police (PC Erich Thoele & PCSO Danielle Ousby) and members of the Parish Council have conducted a site visit to progress traffic calming measures, and improved signage around the school. Enforcement action will be considered at the multi-agency CRASH group in October. Officers will continue to have regular contact with members of the public reporting these issues, along with the Parish Council, responding to specific drivers or intelligence as it arises.
