Chief Constable Craig Mackey said: "On Friday, 20 November, Cumbria Constabulary lost a dedicated and committed officer, who spent 25 years of his life serving our communities. PC Bill Barker was directing motorists off Northside Bridge in Workington, saving lives, when it collapsed due to the heavy floodwater which had hit the area.
"As a trained Family Liaison Officer, Bill dealt with families who had experienced loss, it is now our job to do that for Bill's family.
"Bill was a wonderful police officer and a real family man. He leaves behind his wife Hazel and their four children at their home in Egremont- two boys and two girls - aged between 8 and 16. He was a much loved friend, colleague and an inspiration to everyone he knew. He will be very sadly missed.
"Bill was incredibly dedicated to his many roles throughout his career and was admired for this dedication to helping others. This is indicative of the culture of the Cumbria Constabulary. Whereas others may walk away from danger, I take great pride in knowing that our officers will put the safety of others before themselves.
"Bill is a hero who died saving the lives of others and our thoughts are with his family and friends at this difficult time."
