The Special Constabulary is a voluntary body drawn mainly from the community served by each local force.

Special Constables have full constabulary powers and perform police duties under the supervision of, and supported by, regular officers. Their function is to assist the regular force in meeting the policing needs of the local community.

Special Constables' principal role consists of local, intelligence based patrols and crime reduction initiatives, targeted at specific local urban or rural crime problems.  They can also expect to be involved in policing major incidents and events, and in providing other operational support to regular officers on the basis of an individual Special Constables skill or local knowledge.  They are expected to provide an appropriate, efficient response and provide a quality service at all times and are a manifest sign of partnership between the police and the local community.

The Special Constabulary are men and women from all walks of life, varied ethnic backgrounds and all sections of the community - teachers, sales persons, civil servants, farmers, shop assistants, electricians, you name it, whether in full or part-time employment or at home bringing up a family - ordinary people who want to actively help in improving the quality of life for their communities.

 Policing in this country is by consent and that requires being in tune with the people, belonging to the people and drawing its strength from the people - the people with some of the closest ties to the Police Service are the Special Constables. 

Being a Special Constable is about supporting the police and the community.  Special Constables also form part of the wider police family envisaged by the Government's Police Reform Bill. 

Although the position of Special Constable is unpaid, out of pocket expenses such as travelling expenses are reimbursed.

The powers and responsibilities of being a Special Constable demand a high level of integrity, and with some of the demands the role places upon us it means that there has to be fairly strict selection criteria for potential recruits in terms of age, health, character, education and the like.

People join the Special Constabulary for many reasons; some are looking towards joining the Police Service as a career, whilst others simply wish to do what they can to help their communities.
