Stephen  is responsible for the areas of ICT Strategy, ICT Service Management, Systems Integration, ICT Operations and force wide Programme Management.

Stephen was born in Carlisle and has lived most of his life in West Cumbria.  He was educated at Cockermouth Secondary School before obtaining an Honours degree in Business Information Technology at the University of Central Lancashire in Preston.

After completing his studies, Stephen started his ICT career in 1994 working for Independent Insurance Company Limited in Manchester, spending a number of years working across a wide range of technical, project and senior management roles.  Stephen then joined Allerdale Borough Council in 2001 as Head of IT, leading the organisation through a significant programme of IT changes in line with government targets.  From early 2008, Stephen successfully led the introduction of Cumbria’s first Shared ICT Service between Allerdale Borough Council and Carlisle City Council.

He is a Chartered Member of the British Computer Society, a graduate of the IDeA Advanced Leadership Programme and holds PRINCE2, MSP and ITIL qualifications.

Stephen joined Cumbria Constabulary as Director of Information and Communications Technology in April 2010.

Stephen lives in West Cumbria and is married with a young family.
