The Unit (CCU) strives to ensure that the Constabulary, in conjunction with its partners, is prepared & capable of responding effectively to “Emergencies” (as defined by the Civil Contingencies Act 2004), by developing suitable contingency & business continuity arrangements in partnership with BCUs, responders, & all relevant departments & agencies. Preparedness is grounded in assessing & responding to hazards, deliberate threats, & consequences.
The Unit contributes to the effective management of unusual or major incident events in whatever context required.
Focusing on threats (deliberate acts, as opposed to hazards), the Unit’s Counter Terrorism Security Advisers (CTSAs) work in conjunction with, & are tasked by, the National Counter Terrorism Security Office (NaCTSO) & the Security Service (MI5) in providing security advice with a view to preventing an attack- or minimising the effects of an attack- upon Critical National Infrastructure (CNI).
The CTSA’s also seek to identify pro-actively, vulnerable locations within the County, responding with appropriate interventions. Our work across the whole team of CTSA’s & Contingency Planners reflects the “Protect” & “Prepare” strands of the UK Government’s CONTEST CT Strategy.
The Unit also includes the function of Overseas Visitors Registration, recording the movements of foreign nationals working & studying in the UK.
